Entities Created By the PPP Act
The PPP Act in Papua New Guinea has led to the establishment of two (2) key entities designed to facilitate and manage public-private partnerships (PPPs) effectively.
Firstly, the PPP Centre, which serves as the primary agency for coordinating PPP projects, providing expertise, and ensuring best practices are followed.
Secondly, the PPP Steering Group (PSG) which is the key body overseeing the implementation and delivery of PPPs across the country. The PSG plays an oversight role in evaluating PPP proposals, providing strategic guidance, and ensuring alignment with national development priorities. The PSG recommends accordingly for the implementation of PPP projects to the Minister responsible for the PPP Act (currently, the Minister for Finance).
Additionally, the PPP Act has created governance structures such as oversight committees and regulatory processes to monitor the implementation and performance of PPP initiatives.
These two entities work collectively to ensure transparency, accountability, and efficiency in the development and execution of PPP projects, thereby fostering an environment conducive to sustainable infrastructure development and access to improved public services.
