The aim of the Papua New Guinea Public Private Partnership Centre is to deliver strong leadership and to be a centre of excellence, based on a foundation of strong PPP expertise and within a framework of robust governance and risk frameworks. In building its PPP expertise, the PPP Centre has partnered with the Asian Development Bank (ADB).

In 2022, ADB approved a technical assistance of US$803,000 funded by the Asia Pacific Project Preparation Facility. The assistance to the PPP Centre is provided in two phases. In the first phase, ADB is currently providing support for the establishment of the PPP Centre while the second phase will provide continued support to the PPP Centre (and the wider Papua New Guinea Government) with a greater focus on knowledge transfer. In particular, ADB will assist the PPP Centre and staff in reviewing initial assessments of PPP projects and managing project registrations, providing capacity building and training to the PPP Centre and stakeholders, supporting advocacy and the development of a pipeline, and facilitating the PPP Forum.

Through the expertise provided by ADB, the PPP Centre will be built on principles of strong commercial, risk and governance frameworks. Developing a PPP Centre of excellence with the support of the ADB will drive sustainable and resilient infrastructure development in Papua New Guinea, with strong social and economic benefits for all Papua New Guineans.
